Grove Hall Apartments received $6 million in HUD Demolition Disposition Program funds to complete the renovation of the development in 2003.

VBC apartments is one of the total rehab of four vacant HUD owned properties at a cost of $5 million. The project was completed by VBCDC in 1990 with the use of low income tax credits, private financing, and city/state grants. The development is credited for the beginning of the revitalization of Grove Hall.
